The Early Learning Action Plan (ELAP) was released in 2019. This plan provides a stepped approach towards reaching the Government’s vision for early learning over the next 10 years.
The plan outlined 5 interdependent early learning objectives set around the government’s 10-year objectives for the education system, and provided a stepped approach for achieving the government’s vision for early learning at that time.
The ELAP objectives were developed with the intention they would contribute to Ka Hikitia, the National Education Learning Priorities (NELP) and the Tertiary Education Strategy (TES). These 3 documents set out the government’s education priorities for ensuring the success and wellbeing of all children.
The Education Review Office (ERO) and the Ministry of Education (the Ministry) developed a work programme to monitor and evaluate the ELAP’s progress.

Reporting for monitoring and evaluating the ELAP
Three publications were produced for monitoring and evaluating the ELAP: A3 summaries for 2021 and 2022; and a report for 2023. The 2023 report was more detailed than the previous summaries because it included a range of additional measurements.
Measurements in the summaries and the report gave some, but not a complete understanding of how the indicators were tracking. Measurements were compared to the previous year, noting those years were impacted by COVID-19. Unless stated otherwise, the timeframe for measurements is to the year ending of the ECE Census week.

The indicators and measurements
Three goals and an enabler were identified for monitoring and evaluating the ELAP. The goals included: raising quality; improving equity; and enabling parent choice of service type.
The goals would be enabled by a diverse and well-qualified workforce.
Thirteen indicators were also produced to monitor and evaluate the progress of the goals and the enabler. These are outlined below:
Measurements were used to understand how each of these indicators progressed.
