Definitions
Institution Number
Unique identifier for service as allocated at licensing by Ministry of Education.
Region
The Regional Council area the service is located in. Care should be taken when interpreting the geographic location of services. A regional boundary that runs through a district will have that district assigned to both regions.
District
The Territorial Authority area the service is located in.
Area
The Census area unit that the service is located in. Census area units are smaller in size than territorial authorities and are roughly the size of suburbs but are not suburbs. They refer to Area Units defined by Statistics New Zealand.
Service Type
The type of early learning service; e.g. education & care service, kindergraten etc. For information on the different service types, visit the Ministry of Education web page on different choices of early learning services in New Zealand.
Education and Care
Education and care centres are licensed by the Ministry of Education to offer either all day or part day services. Education and care centres may include church based, workplace and childcare centres which focus on a particular language and culture, which may be run by either community or private owners.
Kindergarten
Kindergartens are a type of education and care centre run by a kindergarten association, and licensed by the Ministry of Education. Most kindergartens offer services to children aged between two and five years.
Playcentre
In Playcentres, parents, whānau and caregivers meet together to support their children's early learning. Playcentres offer learning through play for children from birth to school age. Most Playcentres are licensed by the Ministry of Education.
Kōhanga Reo
Kōhanga Reo are services licensed by the Ministry of Education that build young children's and parents' knowledge of te reo Māori (language) and tikanga (culture). Parents and whānau are closely involved in the child's learning and development. Children can attend from birth in the Kōhanga Reo total immersion te reo Māori environment (meaning te reo Māori is the only language used). Parents and whānau are responsible for the management and operation of their Kōhanga Reo and are encouraged to take part in the daily programme.
Home-based
These services involve an educator providing education and care for small groups of up to four young children in a home setting (theirs or the child's) as part of a Ministry of Education funded and regulated home-based care service.
The Correspondence School
The Correspondence School offers learning programmes for children aged three to five years who live too far away from early childhood education services. Correspondence is also an option for children who can't attend other services because they are ill or have a disability, or they shift homes at least once a term.
Casual Education & Care
Casual centres, such as those in shopping malls and gyms, where your child stays only for the short time you are at the venue. Casual centres may take children when you arrive on the day.
Hospital-based
Hospital-based ECE services are early childhood education and care services operating from hospital premises and providing education and care only to children who are patients of that hospital.
Age
The age groups that a service is licensed for. I.e. whether they are licensed for under 2 year olds or just two year olds and over.
Language Filter
The languages of instruction used at the service. Data on languages used is collected by the Annual Census of ECE Services and relates to a particular week of the year, typically the last week in June. The filter will only show languages that are spoken for more than 11% of teaching time.
Kōhanga Reo services are assumed to be 100% Māori speaking.
Immersion
The main language of instruction used at the service. The filter will only be active for those languages that are spoken for more than 80% of teaching time.
20 Hours ECE
20 Hours ECE allows for those aged three and over in licensed ECE services to receive up to 20 hours a week of early childhood education with no compulsory fees. Unknown status has been assigned to new services that have not yet submitted an RS7 form to the Ministry of Education.

ERO report
Early childhood services are reviewed on average once every three years by the Education Review Office. Reviews are undertaken more frequently where the performance of a centre needs improvement and there are risks to the education and safety of the students.
